Q4 is the last quarter of 2020, Q1 is first quarter of 2021 etc, hence they are aiming for a referendum for the middle of next year, this is subject to SBC managing the process efficiently and the examination going well. This also assumes that the consultations don’t throw up any unexpected challenges.
